If poverty and the gab between the rich and the poor is to be significantly reduced, governments in the developing countries especially those in the Sub Saharan Africa must double their efforts and investment in acquiring information and communication technology. To effectively implement these ICT strategies, governments and other stakeholders must first of all understand the gab difference and also the potential benefits from investing into such ventures. This thus require thorough research.

Given this, our research is focused on the role of economics and technological change in development and how this two can be tailored to address the needs of the under developed communities.
